The Elementary and Secondary School Emergency Relief (ESSER) grant program was created through the American Rescue Plan (ARP) Act of 2021 in response to the COVID-19 pandemic.

ESSER III provides funds to state education agencies to help safely reopen and sustain the safe operation of schools to meet the academic, social, emotional, and mental health needs of students resulting from the COVID-19 pandemic.
