Teacher Incentive Allotment Overview
House Bill (HB) 3 was passed by the 86th Texas Legislature, 2019, and signed into law by Governor Abbott on June 11, 2019, establishing the Teacher Incentive Allotment (TIA) program to reward, retain, and recruit effective teachers in the classroom. The TIA program has a stated goal of a highly competitive salary for teachers who prioritize teaching in high-needs areas and rural district campuses.
HB 3 established the Teacher Incentive Allotment to recognize effective teachers on three different levels: Recognized, Exemplary, and Master. These teacher designations generate additional teacher-focused allotment funding for districts in order for them to reward their top performers (tiatexas.org).*
Teachers earn designations through two different routes. First, National Board Certified (NBC) teachers are eligible to earn a Recognized designation, any certified teacher can work on NBC. Second, districts may designate their effective teachers when they are approved for a local teacher designation system. The approval process is multi-step and includes the submission of a system application to the Texas Education Agency (TEA) and then a data validation process through Texas Tech University.
Azle ISD is part of Cohort E and will be gathering stakeholder input. We will apply to be part of the designation system by April 15, 2022. Our data capture year is 2022-2023.
*These teacher designations generate supplemental compensation in addition to the district’s compensation plan. This is additional funding provided by the State of Texas and it will not impact the salary provided by Azle ISD. All teachers will continue to be paid their Azle ISD salary. If a teacher earns a TIA Designation, additional funds will be added to the salary provided by Azle ISD.
